Animal Control and Shelter
What We Do
Animal Control Officers (ACOs) play a vital role for people and animals within our community. Their job involves public safety, enforcement of animal ordinances, animal care and rescue, and community education. ACOs operate as a branch of the Elmira Police Department. The main office is located at City Hall. ACOs also have an office located at the Elmira Animal Shelter.
- Spayed/Neutered Dog: $20
- Spayed/Neutered Cat: $0
- Non-Spayed/Neutered Dog: $25
- Non-Spayed/Neutered Cat: $15
- Spay/Neuter Deposit: $35 (applicable on non-spayed/neutered adoptions)
- Vaccinations: $7 (Parvo, Distemper, Deworm)
- Kennel Cough Vaccination: $4
- Spayed/Neutered Dog License: $8.50
- Non-Spayed/Neutered Dog License: $18.50
- Impound Fees:
- 1st offense un-neutered: $65
- 2nd offense un-neutered: $75
- 3rd offense un-neutered: $85
- 1st offense neutered: $20
- 2nd offense neutered: $30
- 3rd offense neutered: $40

The Elmira Animal Shelter needs your help!
The path to a no-kill shelter is not an easy one and it cannot be accomplished without the dedication of shelter volunteers to help care for our animals and find them happy homes. Do you have what it takes?

We also accept persons who need to complete court-ordered community service. Not all individuals will qualify, only individuals with minor violations are considered. Applicants will need to be interviewed prior to starting. Start by filling out the volunteer application and when you drop it off at the animal shelter, specify that you need to complete community service.
