The Freedom of Information Law (FOIL) allows an individual to request existing public records such as laws, budgets, reports, etc. from the agency responsible for maintaining those records. The City of Elmira has a designated Records Management Officer who is responsible for accepting and responding to FOIL requests.
To make a request for records under FOIL, visit the Public Records through the Next Requests website -or- visit the City Clerk’s Office.
When you submit this form, FOIL allows the City five business days to make the record available, deny access to the record with reason, or acknowledge receipt of your request and inform you of the time frame required to respond to your request.
FOIL Requests will only be fulfilled when a request has been submitted using the hard copy form or the electronic form.
