Welfare Fraud Arrest

RE: Welfare Fraud

On Monday September 8, 2025 33-year-old Elizabeth Deboe of Elmira, NY was arrested

following an investigation conducted by the Chemung County Department of Social Services

Special Investigations Unit and the Elmira Police Department. The investigation found that Deboe

did file fraudulent paperwork for public assistance with the Chemung County Department of Social

Services. As a result, she received $4,134.00 in SNAP (Supplemental Nutrition Assistance

Program) benefits that she was not eligible to receive.

Elizabeth A Deboe was charged with one count of Welfare Fraud 3rd(a Class D Felony), one

count of Grand Larceny 3rd(a Class D Felony), and two counts of Offering a False Instrument for

Filing 1st(Class E Felonies)

The Elmira Police Department is actively investigating this incident and anyone with information

about the incident is requested to call the Elmira Police Department at (607) 737-5626 or leave a
