On April 25th, 2025 at approximately 4:37 AM, Elmira Police Officers were dispatched to a residence in the 300 blk of E Water St. for the report of a disturbance where a female could be heard screaming. Upon arrival Officers located the residence and could hear a female crying from within.
Officers were able to make contact with the female, who had an apparent injury to her leg, was crying and visibly upset. The female reported that the male had assaulted her and held her against her will at the residence. Officers also spoke to the male who denied this. Information was ascertained in regards to a valid Order of Protection that was in place protecting the female from the male.
At that time Officers allowed the male to gather some clothing from the residence. While this was occurring, the male grabbed what appeared to be a handgun from a bed and held it in his hand. Officers gave numerous orders for the male to drop the handgun and exit the room but the male refused. At that time an Elmira Police Officer discharged their Taser at the male which was ineffective and the male retreated to a small closet. The male then exited the closet and pointed the handgun at Officers. At that time an Elmira Police Officer discharged his duty firearm at the male striking him. The male was taken into custody, provided medical assistance and taken to a local hospital. The male did sustain life threatening injuries however at the time of this release was stable and alert. No Officers were injured.
The Elmira Police Department was assisted at the scene by the Chemung County Sheriff’s Office, the West Elmira Police Department and the New York State Police.
The investigation is ongoing and no further information will be released in regards to this incident at this time.
It should be noted that this is an isolated incident and there are no further public safety concerns regarding other residents in this area. E Water St. has been opened back up for vehicle traffic.

In the early morning hours of April 25th,2025 Elmira Police Officers were involved in a shooting incident while responding to a call for service. This investigation is ongoing and is in the early stages. At this time details are limited but will be released as they become available. Members of the public are encouraged to avoid the 300blk of E Water St. E Water St will be closed to vehicle traffic until further notice.
