Subject: Homicide Investigation
On 6/20/2024 at approximately 5:00pm the Elmira Police Department responded to 417 Grove St for the
report of a gunshot victim. Upon arriving on scene officers found that Zachary T. Van Horn dob
4/15/2003 had been shot and was unresponsive. Van Horn was treated on scene and removed by
ambulance to a local hospital where he was pronounced deceased. The Elmira Police Department began
an investigation and through the course of this investigation a suspect was developed. After the suspect
was developed Elmira Police Investigators and Patrolmen worked tirelessly to locate this subject. As a
result of these efforts on 6/27/2024 the Elmira Police Department located and took into custody Elmira
man Marcus A. Jones-Snyder dob 04/03/1997. Jones-Snyder is currently being held in custody and has
been charged with Murder in the 2nd Degree, a class A-I felony.
The Elmira Police Department would like to thank the public for the help in locating this subject. The
Elmira Police Department would also like to thank the Steuben County Sheriff’s Office, Bath Police
Department, Hornell Police Department, Painted Post Police Department, and the New York State Police
for their assistance.
