Subject: Large Disturbance 200 Blk of W Water St and 400 Blk of W Hudson St

On August 4th, 2024 at approximately 1:28 AM Elmira Police Officers responded to a large disturbance in the 200 Blk of W Water St. Officers were aware of a large party at a local bar in the 200 Blk of W Water St, which had upwards of 300 guests in attendance. Shortly after Officers arrived, several fights began to break out in the roadway of W Water St. Officers immediately attempted to quell the violence and break up the fights. While Officers were doing, large crowds surrounded the Officers and the disturbance quickly grew more unruly.

While Officers were affecting arrests from the first fight, and while Officers were surrounded, several other fights broke out in the same block, overwhelming Officers and their attempts to stop the violence. Officers from the Elmira Police Department requested more units from the surrounding area to respond and assist. Officers battled the unruly crowd for more then an hour until the fights were finally broken up and the crowd began to dissipate.

During this incident, Officers had affected 9 separate arrests with several individuals receiving multiple charges for their participation in the disturbance. Charges included Disorderly Conduct, Resisting Arrest, Obstruction of Governmental Administration, Harassment 2nd. Several individuals had fled from Officers while Officer were trying to effect arrests of them, and were unable to be apprehended due to the large crowd. During this event, almost all Elmira Police Officers had been contaminated by OC Spray (Pepper Spray) and had to decontaminate after the incident. Officers of the Elmira Police Department were assisted by the Chemung County Sheriff’s Office, Elmira Heights Police Department, Horseheads Police Department, NYSP from Chemung, Tioga, and Schuyler County, Elmira Fire Department, and Erways Ambulance.

Later on in the evening, at approximately 0330 hrs, Officers began to receive calls of a large disturbance in the 400 Blk of W Hudson St. Upon arrival Officers observed that this large crowd was made up of the same individuals that were at the disturbance in the 200 Blk of W Water St. These individuals had responded to a residence in the 400 Blk of W Hudson St to attend an after party. After receiving multiple calls about disturbances and loud noise in this area, Officers began to clear individuals out of the street who were causing a disturbance. This led to more unruly and disruptive behavior, resulting in 5 more arrests. These individuals were all arrested on multiple charges to include Disorderly Conduct, Resisting Arrest, and Obstruction of Governmental Administration. Officers were again assisted by the Chemung County Sheriff’s Office, Elmira Heights Police Department, Horseheads Police Department, NYSP, Elmira Fire Department, and Erways Ambulance.

Aside from these large disturbance, Elmira Police Officers were handling several other calls where arrests were made to include 4 separate arrests of individuals with active warrants. An arrest of a female for Assault in the Second Degree (Assault on a Police Officer), where the female burned an Officer on the neck with a lit cigarette, and two separate Motor Vehicle Accidents, one of which 

the driver was arrested for DWI (Driving While Intoxicated). The Elmira Police Department affected 4 warrant arrests and 16 new arrests with new charges.
