Subject: Weapon Arrest
In the early morning hours of January 28th, 2025, an Elmira Police Officer attempted to stop an individual operating an electric bicycle in the area of College Ave. and W. Church St. for numerous Vehicle and Traffic Law Violations. Upon attempting to do so, the individual began to flee on the bicycle and numerous Officers became involved to attempt to take the subject into custody. While doing so, Officers observed the subject to remove and discard items from his pocket as he continued to flee.
The subject was taken into custody in the 600 block of Columbia St. subsequent to falling from his bicycle. The subject was identified as 43-year-old Elmira resident Marcus A. Stroman. Officers re-traced the path of Stroman’s flight and upon doing so recovered a loaded handgun magazine, narcotics and a handgun in different locations.
As a result of this investigation, Stroman was charged with Criminal Possession of a Weapon 2nd Degree (Class C Felony), Criminal Possession of a Controlled Substance 3rd Degree (Class B Felony), Criminal Possession of a Controlled Substance 4th Degree (Class C Felony), Obstructing Governmental Administration 2nd Degree (Class A Misdemeanor) and other NYS Vehicle and Traffic Law Violations.
