Subject: Welfare Fraud Arrest
On Wednesday February 19, 2025 51-year-old Christa M Rubin of Horseheads, NY was arrested following an investigation conducted by the Chemung County Department of Social Services Special Investigations Unit and the Elmira Police Department. The investigation found that Rubin fraudulently completed four applications for public assistance with the Chemung County Department of Social Services by failing to report household income as required. As a result, she received $14,802.00 in SNAP (Supplemental Nutrition Assistance Program) benefits that she was not eligible to receive.
Christa M Rubin was charged with one count of Welfare Fraud 5th, one count of Petit Larceny, and four counts of Offering a False Instrument for Filing 2nd, all Class A Misdemeanors
