Subject: Child Exploitation Arrest
On February 6th 2025 members of the Elmira Police Department Detective Bureau executed a search warrant at a residential facility on the South Side of Elmira. The search warrant was based on an investigation initiated by the NYS Internet Crimes Against Children (ICAC) Task Force. Two CyberTips sent to the National Center for Missing and Exploited Children provided information that an Elmira resident had uploaded child sexual abuse material to the internet and disseminated this material to others through an online social networking platform.
As a result of this investigation, on March 28th 2025, Jonathan L Stallings a 32-year-old Elmira resident, was arrested on an active Elmira City Court arrest warrant. Jonathan is being charged with one count of Promoting an Obscene Sexual Performance by a Child, a class D felony, and one count of Possessing an Obscene Sexual Performance by a Child, a class E felony. He remains in the custody of the Elmira Police Department pending formal arraignment in Elmira City Court.
