Gun Involved Violence Elimination (G.I.V.E.) Unit

In June of 2023, the Elmira Police Department was awarded grant funding by Governor Kathy Hochul through the state Division of Criminal Justice Services to become a Tier II agency in the Gun Involved Violence Elimination Initiative. The nationally recognized GIVE initiative provides state funding to local law enforcement agencies for equipment, overtime, personnel, and provides comprehensive, focused training and technical assistance to those agencies. GIVE is a key component of New York State's comprehensive plan to reduce shootings and firearm-related violent crime, including homicides, in communities outside of New York City. The initiative supports 28 police departments and district attorneys’ offices, probation departments and sheriffs’ offices in 21 NY counties.

The Elmira Police Department continues to be a part of the GIVE Initiative into the 2024-2025 GIVE XI contract cycle. The Department is committed to reducing violent crime by firearm within the community. This is made possible due to a multi-agency collaboration with the Chemung County Sheriff’s Office, Chemung County Probation Department, the Chemung County District Attorney’s Office, and the Southern Tier Crime Analysis Center. The Department also works alongside the New York State Police and the New York State Department of Corrections and Community Supervision.

Support for this Initiative by the Elmira Police Department has come from City of Elmira Mayor Daniel Mandell Jr, New York State Police Superintendent Steven James, New York State Senator Thomas O’Mara, and New York State Assembly member Philip Palmesano.
