Overview of the Consolidated Planning Process
The Consolidated Planning process identifies the priorities of the community in spending federal Community Development Block Grant (CDBG) and HOME Investment Partnership funds received from the U.S. Department of Housing and Urban Development (HUD). The City of Elmira is required to complete a Consolidated Plan every five years and an Annual Action Plan for each of the years covered under the Consolidated Plan.

The Consolidated Annual Performance and Evaluation Report (CAPER) is a detailed report on the City of Elmira’s expenditures of CDBG and HOME funds. The CAPER is completed and submitted to HUD within 90 days of the end of each program year. The City’s program year begins on July 1st and ends on June 30th. This is an essential component of the Consolidated Planning process.

Citizen Participation Plan
Citizen participation is an important element of the entire consolidated planning process. Input from citizens is sought during the preparation of the City's Consolidated Plan, Annual Action Plans, CAPER, and whenever substantial amendments are made. Public hearings and public comment periods are advertised to solicit input from residents and local agencies. As an entitlement community under the federal Community Development Grant Program (CDBG) administered by the U.S. Department of Housing and Urban Development, the City must follow a Citizen Participation Plan. The Elmira City Council officially adopted a new Citizen Participation Plan on December 7, 2009.
